I'm wondering what's the best GPU settings and the best shaders to run with my card.. I mainly play 2DRPGS.. and some 3D games I want to know what settings should I apply to play both at full potential I have a pretty good card my card is.. Radeon 850XT Platnium Edition and my GPU settings currently are:

For pure 2D games you could try my Catmull-Rom shader and set internal X/Y to Low (yes, to Low), and disable "Texture Filtering" and "Hi-Res textures" at all.
For 3D games you have more options...
Many times, enabling "Screen filtering", you have a better visual quality with some shaders.

For primarily 2d games I use pete's 1.xx series plugin, with texture filtering off and windowed resolution set to an integer multiple of the game's resolution. This has the problem that if multiple resolutions are used (very common), you get to choose only one to look good. But I don't really know any way around that.

You could try the soft plugin and the "unstreched scaling".

If you then select a (window)resolution large enough, you'll play the game in a pure "integer-multiply" mode.

For sprite games you've got quite a collection of shaders.

You can try the ShadX-Maruke shaders and the shaders from Chris (I think High internal resolutions are to use with normal textures).

Then you could download my collection of 2x and 4x shaders. In this case use shader effect level 4 (level2 with 2xSaI textures).
