The Timor-Leste is in a critical phase. After years of occupation, mistreat of the Timorese population, and long fight for independence, the Timor-Leste has now to face a great ordeal: to build up a democratic system, new infrastructure, stabile economy and last but not least a peaceful and secure climate in a destructed nation. Croatia is convinced that it is the responsibility of the international community to help the Timorese government and population. That’s why Croatia supports the efforts of the UN as it has shown it, participating previously in the UNMISET and now in the UNOTIL.

The Croatian delegation is convinced that key to a long-term stability in Timor-Leste is the participation: more participation of Timorese population as well as Timorese opposition in the political development. Furthermore it is very important to our mind, to provide constant efforts in order to reform the police, the military, and the judiciary system. Having been a recipient of the help of the UN Croatia is honoured to have the possibility to contribute to the peacekeeping in Timor-Leste.

Nevertheless, we are also deeply concerned about the human security in Timor-Leste. Croatia encourages the nations providing support to the Timor to work further on the issue of the 100.000 internally displaced persons, on the idea of an emergency system not only for security but also for food, in cases of natural catastrophes for example, on the health issue and on the economic development.

Finally although the situation has been calm since the events of February, which is a very good sign, we think that our efforts have to be strengthened. Consequently Croatia approves the decision made by the Security Council to extend the mandate of the UNMIT.

The situation in Georgia concerns many countries. Indeed the stability in its neighbourhood is depending on Georgia. Furthermore Georgia occupies a crucial place between Europe and Asia. So it’s important to Croatia that the whole international community cooperates in order to build a secure environment in Georgia. Consequently Croatia is committed to support the United Nations in its work.

First of all the Croatian delegation would like to point out what it judges to be central in the Georgian issue: political dialogue and confidence. This requires transparency, a total absence of lies or allegations, and a functioning accountability system. Croatia calls the Georgian and the Abkhazian sides to respect the agreements made previously (Moscow agreement on ceasefire and separation of forces of May 1994) and the work of the UNOMIG, because it will promote the settlement of the conflict and because it’s a necessity in order to create confidence, what will impede an escalation of violence and encourage further negotiations.

Croatia recognizes the full sovereignty of Georgia and supports the establishment of the “Paper on Basic Principles for the Distribution of Competencies between Tsibili and Sukhumi”. Croatia recommends extending the mandate of the UNOMIG.

Serving on the Security Council for the first time Croatia is looking forward to put it acquired knowledge about peace-keeping in to use for the Georgian situation.
