Topic: Georgia – key to stability in the Caucasian region

Based on its own experience as a country situated at the frontier between two continents and taking into account Georgia’s special geographic situation in the Caucasus at a crossroad between Asia and Europe, Panama is convinced that an international contribution to stability and peace in Georgia is indispensable in order to make Georgia become a factor of stabilization for the whole Caucasian region.

Nevertheless, Georgia is the focus point of several conflicts and strategic questions which will be decisive for a peaceful development of the Caucasian region in the years to come.
Therefore, Panama holds the opinion that the question of UN measures in Georgia has to be discussed in the light of the following elements:

- the necessity to normalize relations between the Russian Federation and Georgia, especially after the diplomatic tensions pressing on them since september 2006
- Georgia’s orientation towards the European Union and NATO
- Georgia’s role in the process of sub-regional integration within the GUAM and its impact on the region’s development
- questions related to Kosovo as a possible precedence concerning the conflict zones of Abkhazia and South Ossetia.

Panama invites the members of the Security Council to bear these elements in mind while debating on the role Georgia could be able to play in the Caucasian region.

On April 15, 2008 the mandate of the United Nations Observer Mission in Georgia (UNOMIG) will expire (Security Council Resolution 1781 (2007)). In order not to leave Georgia in a security vacuum which could endanger progress made up to now, Panama firmly believes that UN presence in Georgia is still necessary and encourages the members of this Council to think about appropriate ways to conduct measures in this country.
In this context, Panama attributes particular importance to the multi-dimensional character of future UN commitment to Georgia. A reinforcement of the dialogue between the Georgian and the Abkhazian sides has to be accompanied and completed amongst other elemlents by a stronger implication of civil society, in order to deal with the dividing cleavages in the Georgian society as potential sources of conflict and destabilization.
