I asked this question earlier, but maybe I made it too difficult to understand.

I am running my ePSXe with ATI Radeon 9800 Pro video card
with CATALYST 5-9 drivers, but Framebuffer Effects = 2
causes stops during the gameplay in FFVII/FFVIII and several
other games as well. FE=3 doesn't cause stops during the
gameplay and it is not good with all the games, specially with
FFVIII. It's also a bit too slow for some games.

Which ATI's drivers are best with ePSXe without stops with
those games on FE=2?

The best driver to use (from my experience) are the Catalyst 6.5 drivers.

Firstly, uninstall the Catalyst drivers you are currently using, and when you restart go into Safe Mode.

When in safe mode, use a program called Driver Cleaner Pro v1.5 (download this in advance), and clear your system with ANY file to do with ATi.

Restart, install the Catalyst 6.5 drivers and voila!
